Job Summary:

The  HR / Recruiter / Office Administrator will play a critical role in supporting the day-to-day administrative functions of our office while managing hiring and onboarding efforts for traffic control field staff. This individual will serve as the first point of contact for candidates, assist with employee relations, and ensure compliance with HR policies and procedures—all while maintaining a smooth and efficient office environment.

Human Resources and Recruitment

  • Assist in posting jobs, screening resumes, and scheduling interviews for field and office roles
  • Conduct phone screens, interviews, and background checks/drug screens.
  • Coordinates and schedules employee orientations, training sessions, and meetings.
  • Supports the onboarding process by ensuring timely completion of new hire paperwork, including I-9s, E-Verify, W-4s, and other required documentation.
  • Maintain employee files (paper and digital) in compliance with company and legal requirements
  • Assist with timekeeping and payroll processes (hourly field staff)
  • Track certifications, license renewals, and required training (e.g., flagger certifications)
  • Support HR compliance initiatives and policy rollouts.

Payroll Support

· Assist with time tacking system maintenance and troubleshooting.

· Assist with payroll corrections or adjustments as needed.

· Prepare and manage certified payroll reports in compliance with federal, state and local regulations.

  • Coordinate with internal payroll department to ensure timely and accurate processing

Office Administration

· Manage incoming/outgoing mail and deliveries

· Support field supervisors and management with administrative tasks

· Responsible for gathering and maintaining all required contract documentation, including COIs, W-9s, and project-specific details.

· Review contracts to determine federal job status and certified payroll requirements, ensuring all information is accurately reflected in the contract folder.

· Updates inventory records (e.g., work zone signage) and submit contracts for signature upon approval, with timely follow-up to ensure completion.

Qualifications:

Required

  • High school diploma or GED (Associate or Bachelor's in HR, Business, or related field preferred)
  • Minimum 2-3 years of experience in a similar administrative or HR role
  • Experience with payroll and certified payroll processing
  • Strong recruiting and onboarding knowledge
  • Excellent organizational and multitasking abilities
  • Proficient with Microsoft Office Suite (Word, Excel, Outlook)
  • Strong written and verbal communication skills
  • Discretion and ability to handle confidential information

Preferred

· PHR Certification

· Experience in the construction, transportation, or traffic control industry

Compensation details: 25-32 Hourly Wage
